Risk Impact and Vulnerability Assessment

OIKO LOGICA is specialised in impact assessment and risk and sensitivity analysis. We evaluate the degree to which either a natural or a human system is directly or indirectly affected by both policy reforms and changes in climate conditions (e.g. temperature and precipitation), and develop scenarios to forecast specific climate change impacts (e.g. sea level rise, increased water temperature).

Disaster Management

We at OIKO LOGICA believe that timely and well targeted relief operations can significantly mitigate rising disaster losses and related setbacks in poverty reduction. OIKO LOGICA stands ready to support countries hit by natural disasters with immediate relief assistance and post-disaster rehabilitation and reconstruction, as we recently did in the aftermath of Typhoon Haiyan (Philippines).

Climate Finance

Major financial investments in the climate change sector, from both public and private sources and guided by smart and equitable policies, are required to transition the world’s economy to a low-carbon path, as well as to reduce greenhouse gas concentrations to safe levels and increase the resilience of vulnerable countries to climate change. OIKO LOGICA provides assistance in public finance, public expenditure and sector financial assessment to improve results based on management, sector efficiency and climate readiness of ministerial budgets.

Adaptation to Climate Change

OIKO LOGICA helps developing countries reduce vulnerabilities and improve their resilience to the impact of climate change. We have provided technical assistance to build and strengthen national institutional capacities for vulnerability assessment and adaptation planning, and have supported national efforts to integrate climate change adaptation measures into development planning and ecosystem management practices.

Mitigation of Climate Change

Climate change mitigation refers to the efforts made to reduce or prevent emission of greenhouse gases. Mitigation can mean using new technologies and renewable energies, making older equipment more energy efficient or changing management practices and consumer behaviour.

Delivering Effective Aid

There has been an increased focus on ownership and new aid instruments, from SWAPS and sector programmes to direct budget support and innovative financing mechanisms like multi-donor trust funds. Recently, this process has been given a strong emphasis and a more coherent structure of objectives and accountability through international agreements, such as the Paris Declaration of 2005. At the same time, there has been an increasing concern with achieving effective international engagement in fragile states and with addressing problems in the international aid architecture, such as the overall pattern of aid allocation.

Impact Assessment

Donors are placing more emphasis on aid effectiveness and accountability, and the pressure on evaluation units in governments and multilateral agencies to manage and undertake independent and rigorous evaluations has increased. Formative evaluations are being carried out more frequently for large projects and strategies, as a means of assessing whether interventions are on track to achieve their stated outcomes and objectives. There is an increasing trend for evaluations to be carried out jointly, either with multiple donor agencies and/or with the developing country partner government. OPM expects this to increase in response to the Paris Declaration and commitment to harmonizing and aligning donor processes.

Public Expenditure & Public Finance

OIKO LOGICA works with governments to ensure that their structures and processes for managing public expenditure are aligned to delivering strategic priorities effectively and efficiently. Our expertise includes planning and budgeting, accounting standards and statistical reporting, auditing, forecasting, debt and cash management, procurement and strengthening parliamentary oversight.

OIKO LOGICA has provided technical assistance (public expenditure reviews, public expenditure tracking systems and public expenditure management and financial accountability reviews) to help governments improve public service delivery performance, meet policy objectives and meet the needs of their citizens. We have worked with central governments, line ministries and the judiciary on institutional and organisational development, capacity building, human resource management, mentoring, appraisals and training programmes.

Qualitative Research

At OIKO LOGICA, we believe sound qualitative research is a vital component in decision-oriented analysis and research for policymaking. It is especially useful in developing hypotheses about stakeholders’ motivations and in helping us adapt and understand a development topic from the beneficiary’s perspective and in their own language.

Qualitative research (which is characterised by free-ranging, open-ended interviews among a limited number of respondents) is primarily an exploratory and/or motivational technique. It is used to identify important variables, and to suggest the relationships among these variables so that quantitative techniques can be used.

OIKO LOGICA emphasises non-directive and projective interviewing techniques in our qualitative investigations because we believe these methods produce the most inclusive and unbiased results.

Quantitative Surveys

OIKO LOGICA has extensive experience in the design, implementation, analysis and dissemination of quantitative surveys. Our work includes supporting and strengthening existing surveys implemented routinely by statistics offices. OIKO LOGICA has experience working with national household budget surveys measuring income and expenditure poverty, social indicators and rural sector statistics, in which we emphasize the development and strengthening of institutional capacity. OIKO LOGICA has provided such support to statistics offices such as the Bureau of Statistics in Trinidad and Tobago.

Strategic Planning

Globalization, failed and fragile states, the Millennium Development Goals (MDGs) and country Poverty Reduction Strategies require more strategic alignment of development assistance. Donor coordination provides added potential to design and manage country programs that help to create stability and prospects for longer-term development. Aid agencies need to sharpen their missions, mandates and strategies and engage in constant learning and innovation.

Technology Transfer

Many developed countries have adopted measures that directly or indirectly facilitate technology transfer. These measures include financing support, training, matching services, partnerships and alliances and support for equipment purchase or licensing.

OIKO LOGICA has provided technical assistance for the development and adoption of innovative technologies and can help developing countries better cope with the effects of the crisis.

We provide information on existing low-cost, labor-intensive technologies, creating nonexistent technological innovations, and publishing important how-to-do manuals on affordable do-it-yourself work methods.

GIS · Geographic Information System

A geographic information system is a system designed to capture, store, manipulate, analyze, manage, and present all types of geographical data. The acronym GIS is sometimes used for geographical information science or geospatial information studies to refer to the academic discipline or career of working with geographic information systems. In the simplest terms, GIS is the merging of cartography, statistical analysis, and database technology.

OIKO LOGICA makes extensive use of GIS, creating digitally data and "manipulating" spatial areas that may be jurisdictional, purposeful, or application-oriented to visually support decision and policy making in several areas such as environment, climate change impact, vulnerability assessments or socioeconomic impact evaluations of programs.
