The objective of the assignment was to identify and formulate a National Programme to Support the Climate Change Adaptation and Mitigation Strategy financed under the GCCA+ in Seychelles.

  • Collect and review information and documents relevant for the development of the “Identification and action” fiche.
  • Consult with the relevant national stakeholders including the GoS, NSAs,...
  • Consult with development partners
  • Critically review the various options 
  • Investigate and help prioritise possible areas of intervention in line with the national strategies and the five GCCA priority areas.
  • Help select and define the focus and scope of the possible programme or project.
  • Focus on assessing and/or strengthening ownership and sustainability (support to national development planning and budgeting processes, financial sustainability and climate finance effectiveness.

Seychelles National Climate Change Strategy (SNCCS)

As a result of the work done in the framework of the UNFCC second communication, the Seychelles National Climate Change Strategy SNCCS was approved in December 2009 just before the Copenhagen COP15 CC conference. The strategy aims at "minimizing the impacts of climate change through concerted and proactive action at all levels of the society" with 5 priorities:

  • Increase the national knowledge of climate change impacts and risks.
  • Put measures in place to adapt to these risks and impacts.
  • Move to low-carbon economy, thus mitigating greenhouse gas emissions.
  • Mainstream climate change considerations into national policies, strategies and plans.
  • Build national policies and capacities resilient to climate change.

Seychelles Energy Policy 2010-30

Seychelles is not required under the Kyoto Protocol to implement emission reductions, but reducing dependence on fossil fuels and opting for low-carbon and renewable energies are of strategic and economic importance and is highlighted in the National Climate Change Strategy adopted in 2009 ("move to low-carbon economy thus mitigating greenhouse gas emissions").

The Energy Policy 2010-30 adopted in 2010 primarily targets the organisational and legislative level, an increased use of renewable energy and increased energy efficiency in land transport, consumption and electricity production through five pillars:

  • Set up a vision for the sustainable development of the energy sector in the medium and long term, and embark on a plan of action to follow this path.
  • Improve the government’s knowledge base for developing overarching long-term energy strategies and guide stakeholders in decision-making.
  • Change the framework to improve both public and private initiatives in the energy sector.
  • Focus on increased energy efficiency and thereby reduce inefficient consumption of energy. It is internationally acknowledged that increased energy efficiency will be the main contributor to sustainable development.
  • Launch programmes for increasing the contribution from renewable energy in the energy matrix in Seychelles.
