Management Board

Our Board of Management sets out the strategic direction for the organisation and enables and monitors performance and progress.

They combine decades of extensive leadership providing advisory services to international organizations and the private sector with a scientific background in their respective fields with vast experience in policy, research and consulting. In close cooperation with our Board of Regional Directors, they establish governance and controls for the company and ensure that we have relevant resources and a suitable risk approach for successful delivery of climate services to the last mile.

Miguel Trillo

CEO & Climate Change Expert

Miguel is President and CEO of OIKO. He is a Natural Resource Economist with 30+twenty-five years of experience examining the relationships between poverty, vulnerability and climate change.

His professional career encompasses more than two decades of outreach, advocacy, policy dialogue and negotiation experience with major international organizations (WB, GCCA, DFID, CTCN, UNDP, etc.), advising governments, and climate sector on how to mainstream climate change. He has been a strategic leader of multidisciplinary teams of professionals, conducting field work and delivering technical analytical policy advice on climate policies at different scales: Ministries, Governments, NGOs and communities of resource users in more than 60 developing countries.

In the early nineties he worked at the World Bank as a Senior Environmental Specialist working with the Environmental and Social Sustainable Development Division for 6 years, where he was responsible for the implementation of natural resources projects, such as the Montreal Protocol Projects in Latin America, coordinating phasing out substances that deplete the Ozone. In 1998, after Hurricane Mitch, he was mobilized to the field to work on humanitarian reconstruction and disaster preparedness of vulnerable communities who had suffered from the devastating impact of the hurricane.

In the last 20 years, since OIKO was formed, he has leaded the company to conduct work in over 84 countries and completed nearly 120 climate change adaptation and resilience projects in both, public and private sector in natural resources, agriculture, energy, water, investment and banking sectors.

Miguel is a trained advisor and dialogue facilitator and has conducted policy formulation dialogue on climate change and natural resources. He has published in academic journals, lectures at the Autónoma University (Spain), and is an articulated public speaker on climate change and vulnerability.

He obtained a B.A. in Economics at the Complutense University (Madrid), an M.A. in Public Policy at the George Washington University (USA) and a PhD in Natural Resource Economics at the Gottingen University (Germany). He is a native speaker of Spanish, and fluent in both English and German.

Antonio Casillas

Head of Finance

Antonio Casillas Hidalgo is a seasoned financial expert with over two decades of professional experience spanning financial management, sustainability, and international project administration. He holds a Bachelor’s degree in Industrial Engineering from Universidad Politécnica de Madrid and a Master’s degree in Economic and Financial Management from Universidad Camilo José Cela. Fluent in Spanish and English with professional proficiency in French, Antonio has worked extensively with leading international organizations, including the EU, World Bank, UNEP, and UNDP.

Currently serving as Financial Director at OIKO, Antonio specializes in managing large-scale projects focused on sustainability, climate change, digitalization, and health. He excels in business model development, financial oversight, and operational and HR protocol establishment. His career includes impactful roles in regions such as Latin America, Africa, the Caribbean, and Asia, where he has provided critical financial guidance and administrative leadership in climate technology and sustainable development initiatives.

Antonio’s expertise includes drafting and reviewing financial reports, budget monitoring, expenditure verification, and ensuring alignment of project deliverables with client and donor expectations. Known for his exceptional communication and team-building skills, Antonio is committed to fostering trust among stakeholders while driving innovation in financial systems and sustainability practices. His work has contributed to the formulation of climate action plans, national bioeconomy strategies, and regional frameworks that address pressing global challenges like deforestation, renewable energy, and circular economy models.

Amitav Rath

Head of Climate Science and Technology

Amitav has an interdisciplinary background that combines research and policy on applied climate science and engineering. He has spent his 40 years long professional career crossing the bridge between policy decision-making and scientific applications on climate change, air pollution and environmental assessment.

During the 70´s he was Director of the Management Development Institute in New Delhi, the main national institute for management of scientific training, consulting and research.  Responsible for catering and shaping capacity building, technology transfer and training programs to millions of Government officials and the private sector in India.

He later spent more than a decade as Director of the International Development Research Center (IDRC), leading The Canadian development agency investing in knowledge, innovation, and solutions to improve the lives of people in the developing world. He was responsible for formulating grants, funding, and awards to researchers and institutions to find solutions for global development challenges strengthening decision-making and scaling-up effective actions to improve the livelihoods of vulnerable countries.

Over the last decade he has acted as Director for Analysis with OIKO, leading the area of work to advise governments and international organizations on technology transfer, climate change, renewable energy and sustainable development in over forty countries in Africa, Asia and Latin America.

He is a confident advisor to CIDA, IDRC, WB, ADB, IADB, OAS, UNDP, UNIDO, the UN Multilateral Fund for the Montreal Protocol, UNEP, the Commonwealth Secretariat, DfID, GIZ, Sida, the International Energy Agency.

He received his Bachelor’s degree in Science and Engineering at the Indian Institute of Technology, Kharagpur, where he has, since 2010 also been Professor of Interdisciplinary studies in Energy and Climate Change. He holds a M.A. and Ph.D. in Operations Research at the University of California, Berkley.

He lectures on the Institute for Economic Research on Innovation (IERI), Tshwane University, Pretoria, South Africa, where he is a Research Fellow and Professor Extraordinaire since 2008. An Associate at the International Institute for Sustainable Development, Winnipeg and visiting professor at several universities, Carleton University, Ottawa and University of Lund, Sweden; and the University of West Indies, Jamaica.

Lorene Flamming

Head of Climate and Nature Based Solutions

Lorene is a natural resources economist with more than 25 years of experience designing, implementing and evaluating projects and policies that strengthen natural resources management and sustainable livelihoods. She has completed over 30 assignments for different international organizations (WB, USAID, EU, GIZ, ADB and UNDP).

Lorene focuses on creating better information systems and new performance tools in partnership with non-governmental organizations, government agencies, and international institutions to improve policy impact measurement, governance, ecosystem management and human well-being. She is skilled trainer and facilitator and specialises in stakeholder consultation to design monitoring and evaluation frameworks for forestry, water, agriculture, wildlife and community development projects.

An exceptional analyst and writer, she has led numerous sector assessments; developed environmental diligence procedures for international banks and has written guidelines for the evaluation of water resources.

Since she joined OIKO in 2006, her work has increasingly integrated pro-poor vulnerability and climate change mainstreaming. She was responsible for facilitating the Afghanistan’s Poverty Reduction Strategy Paper; designing programmes to promote energy efficiency to reduce greenhouse gas emissions; and evaluating efforts to distribute fuel-efficient cook stoves in a remote, glacier-dependent region of Afghanistan.

In early 2014, she led an assessment team tasked with helping USAID enhance the sustainability, resilience and pro-poor targeting of water, sanitation and hygiene (WASH) interventions in Indonesia.

Furthermore, Lorene has worked with governments, non-governmental organisations (NGOs), donors and the private sector in over a dozen countries, including Cambodia, Thailand, Philippines, Indonesia, Japan, Afghanistan, Egypt, Morocco, Lebanon, Jamaica, Guyana, Suriname, Bosnia, Malawi, Liberia and the United States.

With an M.A. in Public Policy from Harvard University (USA) and a B.A. in Environmental Studies from the University of California, Santa Barbara (USA).

Flaviane T. Kenfack Belval

Head of Climate Risk and Vulnerability

Mrs. Flaviane Belval is an expert in climate change adaptation, capacity building and DRR under a changing climate.

She has a minimum of 12 years of experience in the fields of hydro-met-climatic services, Disaster Risk Management, agriculture, Gender and Youth. The Firm actively works to support the development of a sustainable and reliable system for integrated climate change adaptation, risk management and early warning services specific to priorities fields identify in Central Africa Region (DRR, Agriculture, Water, Energy, transport).

With an approach that takes into account (In accordance) the intercultural aspect and uses the New information and communication technology (NICT), her team develops training materials and tools, organize and conduct professional workshop, on-the-job training. This capacity building activities is to strengthen a culture of proactive risk management and create opportunities by using local expertise and resources.

Mrs. Kenfack’s experience covers several countries of the Central Africa region: Cameroon, Gabon, Democratic Republic of Congo, Chad. She is used to plan, conduct training, workshops, high-level meeting; but also, to support countries and contribute to the elaboration of the national legislation, communication, strategies and action plan on Climate Change and Disaster Risk Management.

Mohammed-Sadeck-Boulahya

Head of Climate Services and Meteorology

Mohammed is a weather, water and climate scientist with more than 40 years of world experience in the field meteorological sciences. He is a passionate advocate of the use of science, earth and space information technologies, to improve the quality of life of vulnerable communities. Mohammed has been a pioneer contributor to the creation and improvement of National and Regional Hydrometeorological Institutions and Services in Africa, mobilizing human and financial resources, networking and building national capacities for weather-water and climate services. For the relevant applications, he has been focusing on resilient economies and specially agriculture production, water resources management, disaster risk reduction, health protection and energy efficiency.

Mohammed’s career is structured around profuse contributions to integration and application of new technologies in climate change adaptation measures, based on facilitation of access to scientific information, coordination between many relevant Institutions and programs and building a culture of risk and opportunities management in a changing climate.

As founder and First Director General of the African Centre of Meteorological Applications for Development (ACMAD) for more than a decade, he acted as Chief of Operations and strategically managed the scientific information and applications of atmospheric and climatic processes over Africa; collecting, analyzing and disseminating meteorological and hydrological information to all hydrometeorological organizations; providing a meteorological watch and early warning system over Africa and; promoting the training of African scientists and technicians in the application of meteorology for development.

He has provided strategic guidance to major climate service organizations in Africa, The Caribbean and The Pacific. First, in 2007, he initiated and contributed to the formulation of the African Development Bank (AfDB) Strategy in Climate Risk Management and Adaptation, then the ClimDevAfrica Special Fund (2011), building on the recommendations of the First Climate for Development Conference in Addis-Ababa (April 2006). Second, In 2010, while contributing to the organisation of the ADF-VII , Africa Development Forum on Climate Change, and formulating Its Action Plan, he facilitated the negotiations between AUC, UNECA and AfDB for the Joint and coordinated Implementation and resourcing of the most influential Climate Services initiative in Africa: the ClimDevAfrica Programme, launched in October 2010.

Since he joined OIKO in 2013, Mohammed has led multidisciplinary teams of earth observation & information technology scientists in the formulation and implementation of climate services and relevant applications, targeting the community level, building information systems at the local level (last mile initiative for climate services) for more preparedness and appropriate management of risks and opportunities in a changing climate.

Mohammed holds a B.Sc. in Maths &Physics from the University of Algiers (1970), a M.Sc./Class 1 Meteorologist from the WMO-Regional Training and Research Institute in Hydro-Meteorology IHFR-Algeria (1972), and a Research Certificate In Agro-Meteorology from CSIRO-Division of Atmospheric Physics, Melbourne, Australia (1973).

Abdelkader Allali

Director for North Africa

A Nobel Peace Prize contributor through his work with the Intergovernmental Panel on Climate Change (IPCC), Dr. Allali holds a PhD in Soil Sciences from the Institute of Agronomy and Veterinary Medicine and brings deep technical expertise in climate science, urban resilience, water management, and smart agriculture. With a proven track record in facilitating stakeholder engagement, he has worked with diverse actors—from local communities to governmental bodies—to implement effective climate resilience strategies and solutions.

Throughout his career, Casper has demonstrated profound skills in coordinating and leading multi-disciplinary teams, developing methodologies for climate risk and vulnerability assessments, and providing strategic input into climate finance mobilization. Mohamed Kalkan

Jon McCue

Stephen Donkor

Water Nexus and Integrated Water Resources

Dr. Stephen Donkor is a distinguished water resources management expert with over 20 years of international experience in water resource assessments, planning, and stakeholder engagement. He holds a Ph.D. in Engineering from Colorado State University and an M.Sc. in Water Management from Wageningen University. Dr. Donkor has led and contributed to projects involving water resources assessments at watershed and bulk water supply system levels, integrating climate change projections to inform sustainable water management practices. His work includes technical evaluations and development of water strategies across Africa, such as the FAO Agricultural Water Efficiency Project and various transboundary water initiatives.

Dr. Donkor has provided expert advisory services to Multilateral Development Banks (MDBs), including projects funded by the African Development Bank (AfDB) and UN agencies, where he developed policies, conducted climate resilience assessments, and facilitated sustainable urban investment projects. His leadership in programs such as the Farm Income Enhancement and Forestry Conservation Project in Uganda highlights his ability to integrate climate resilience into water infrastructure development, focusing on supply-demand analysis and long-term sustainability.

A skilled facilitator of stakeholder engagement, Dr. Donkor has organized high-level policy dialogues and capacity-building programs at local, national, and regional levels. His expertise spans moderating multi-stakeholder networks, supporting public-private partnerships, and building community-level water management systems. With experience across Africa, the Caribbean, and Asia, Dr. Donkor has worked in countries such as Ethiopia, Uganda, Ghana, Rwanda, Botswana, Morocco, Suriname, and South Sudan, among others. His key contributions include developing Uganda’s national Loss and Damage Report, incorporating NbS into climate change strategies, and leading the Asunción Riverfront Urban Resilience Project in Paraguay, focusing on biodiversity conservation and urban adaptation planning. In Togo, Alberto created climate-smart adaptation and mitigation plans across diverse regions, while in Honduras, he co-designed an ecosystem-based adaptation plan for rural mountain communities, emphasizing resilience, equity, and capacity building. Simon Watt

Simon Watts, with over 35 years of professional experience, has spent the last 30 years at PMF Associates, working extensively in Asia and Africa. Laura’s academic credentials include a Ph.D. in Environmental and Resource Economics from Maastricht University, a Master’s in Economics from the Catholic University of Leuven, and a Master’s in Law from the University of Urbino. Her interdisciplinary expertise bridges law, economics, and environmental sciences, positioning her as a leader in sustainable policy design and implementation.

Throughout her career, Laura has been at the forefront of innovative projects focusing on environmental valuation, green finance, and ecosystem-based adaptation. She has collaborated with Multilateral Development Banks on urban investment initiatives and worked on integrating Nature-based Solutions (NbS) into urban planning, infrastructure development, and climate resilience strategies. Veronika is OIKO’s Senior Project Manager responsible for managing and supervising OIKO’s ongoing projects in different regions (Latin America, Africa, and Asia), facilitating workshops and stakeholder engagement processes, coordinating teams, and drafting technical reports.

She has international working experience in sustainable development, circular economy, environmental policy, advocacy, and human rights. Veronika holds a BA in Political Science from Universidad de Granada, as well as a master’s degree in Social and Cultural Anthropology, with Specialization in Development and Social Transformation, from Vrije University Amsterdam. For her master’s thesis, she conducted an ethnographic fieldwork in Argentina, researching the impacts of current agro-industrial model on the people and the environment.

Prior joining OIKO, she has been working as Project & Program Coordinator in an environmental NGO Hecho x Nosotros promoting circular economy principles in Latin America, while being involved in educational institutions as a teacher. In addition, she is a co-author of Bioregional Labs Insights Report: “A collective strategy for unlocking nature’s potential to reverse climate change and biodiversity loss”, published by Ashoka Netherlands.  As an applied anthropologist, Veronika understands problems and needs of people from diverse cultures and backgrounds, and she has excellent communication and mediation skills. She is fluent in English, Spanish, Czech and has a working knowledge of French.

Adele Antoni

Ms. Antoni is a Climate Analyst and Junior Project Manager; she has experience in sustainable development and climate change. At OIKO, she is part of the Asia Department where she is assisting countries to build their national capacities, secure accreditation to international funds, design and develop project concepts.

As a Junior Project she is currently managing three projects of OIKO’s portfolio within the EU4Environemnt Program in the Caucasus and Eastern Europe.

Her duties and responsibilities are:

  • Liaise with Team Members and Project Steering Committee;
  • Check that the projects are progressing according to the forecast implementation and work plan as well as disbursement schedule (and arrange for follow-up if appropriate);
  • Providing support for handling invoices, bookkeeping, updating the budget monitoring procedures and preparing the invoices;
  • Handling the tasks for the contracts’ preparation;
  • Providing support in report preparation, ensuring that the reports are coherent, following the agreed format, that language is appropriate and that they are delivered timely and adequately to the client.

Graduated with the highest marks at the University of Florence in the master’s course of Political Science and International Relations; she discussed her dissertation on the EU’s Climate Policies and Nationally Determined Contribution, reporting the success and the weaknesses in the European strategy towards the Sustainable Development. At a climate analyst at OIKO, she undertakes research, conduct stakeholder consultation and drafting reports on climate change adaptation and mitigation strategies. She is native Italian speaker, and fully fluent in English and Spanish.
